I have the same problem and have tried everything I can from the Internet and from the Windows help desk. Hours of reloading and fixing has gone into this by the help desk. No luck. My original user account seems to work fine. But all new user accounts get this message.

Initially (before acceptance via MSN email), the accounts say “pending” At this stage they open in a limited safe mode with Internet access. The accounts have no access to program files. The start button does not work. Once they are accepted via MSN account emails, this error message appears.

Regedit instructions for this error on line are for lower Windows versions so are not helpful. Needs a fix soon.
