when restarting or shut down on Windows 10 (latest configuration) I have displayed for a few seconds ELARA app is keeping system from closing or restarting.  What is this app used for?

I just read your comments again, and yes I did do a hotel and a few other vacation reservation acceptances from this laptop….

I also did use this same laptop from different hotels along that trip.

Now – how do I find that “culprit” and remove it?

another suggestion:

when searching for “elara” in your OS drive (mine C:/)

Type in search “File Explorer Options” and open view tab

make sure folder-view has “show hidden files, folders & drives” enabled with dot
