Q. I just received a pop-up message that said: “device census is using the webcam” isn’t device census a Microsoft background program, and why was it using my webcam. I have disabled the webcam now but still wanted to see if anyone had any answers.

I’m pretty sure the text “Device Census is using the webcam” is Kaspersky’s.  I mean – Microsoft named the process “Device Census” but it is Kaspersky’s webcam monitoring process that displays the message.

I can also confirm that de-authorizing Feedback Hub and, in fact, even uninstalling it doesn’t stop that message.  Something named Device Census is still accessing the camera.  So now I have blocked the Device Census using Kaspersky since it looks like the advice here is wrong (unchecking Feedback Hub fixing the issue).
